Treat Congaree as a half-day, not a destination. Stay in Columbia where the hotels, restaurants, and meeting space are; drive 25 minutes out for a morning at the boardwalk.
If you are aiming at the synchronous fireflies, plan a year ahead. The lottery for parking permits typically opens late April for that year's mid-May to mid-June event window. Without a permit you cannot drive in during firefly hours.
Schedule the boardwalk for the morning. Mid-day sun is harsh, mosquitoes peak in the afternoon, and the lighting for photos is much better before 11 AM.
Bring serious bug spray any time except deep winter. Mosquito 'meters' at the visitor center swing from mild to war-zone. Long sleeves help even in 80°F weather.
Pair with Columbia's downtown for a full reunion weekend. The Riverbanks Zoo, the Soda City Market on Saturdays, and the State Museum give your group a low-energy non-park afternoon.
